It's not you. There is no rounded rectangle tool in Photoshop. (Yes, I know,
there should be.)

If you have Photoshop 5.5, ImageReady 2.0 has one that you can use in a
pinch. Click at the bottom of the toolbar, you will jump over to ImageReady,
draw the selection or create the object, and you can jump back.

However, the blurred channel trick works nicely too but isn't the most
accurate in terms of setting the diameter of the corners.
