Read the contract you signed with them. You did sign one didn't you ?
If not or if the contract has no explicit proviso regarding the
ownership of the fla files, then you can gracefully deny the clients
request, suggesting that he can buy the full rights for an additional
fee.
There is a difference between exclusive rights and full rights and your
answer is based on this difference. The default in the EC is exclusive
rights, with Flash this does not include the fla file as it would not
include the negatives of a photo shoot. So what the client pays is the
right to use the result of your work and the right to be assured that
nobody else will be able to use the same work, but you retain the
copyright. If full rights a granted, usually this also represents a very
different price tag then you're transferring to the client not only the
final result but also all of your work and this does include the fla
files.
