While you're in edit movie, select the button that you want to add the

action to. Under 'modify' chose 'modify instance' (the symbol needs to be

the only thing selected, and it needs to be a symbol or this option will be

grayed out). From the action menu, choose the mouse event that you want (on

roll over, on click, whatever) and select the 'get url' option. Type the url

in the dialogue box. If you want to target a frame, add that to the 'target'

box. Voila :) Oh, you will need to be viewing your movie in a browser to

test this, I believe :)
