But in answer to your question, it does both those things.

you can set the overall image compression in the publish settings. This is
the overall compression level for all uncompressed images within the Fla as
well as all files that have not had there specific compression levels set
(see below)

When you double click on the image in the library, you bring up the image
properties dialogue box. You can specify there whether to use the overall
movie compression setting, or you can individually specify the ammount of
compression you want for that image.

Use the "test" button to see what sort of K saving different compression
settings make

The grey area I am not sur of is if you import in a compressed jpeg (say at
a compression level of 60) and set the export level at 100.

Best way to do jpgs is not to use jpgs and to use an uncompressed format
like bmp or pct.
