Make the layer a normal layer, color the spotlight with a semi-transparent
color (or with a symbol made 50% alpha). When you hav it all positioned
the way you like, turn the spotlight layer into a mask layer. BTW, mask
layers look normal in the authoring environment unless both the mask and
masked layers are locked.
