I've not tested it except in the browsers I have, but it seems to
work fine. You can send header information with the swf by serving it
through a script:

http://www.gozz.com/stuff/flash/cachecontrol/swf.cfm

The code is at
http://www.gozz.com/stuff/flash/cachecontrol/swf.cfm.txt - I imagine
one could do the same thing with Perl.

A version that serves one of five randomly picked swfs is at
http://www.gozz.com/stuff/flash/cachecontrol/demonstration.cfm

IE has problems paying attention to header directives, so it could be
cached in IE ... some info on that bug at
http://msdn.microsoft.com/workshop/essentials/versions/cheatsheet.asp.
