Most likely cause is that systems where sound doesn't
play have the flash 3 player, which will play the
flash 4 content it understands, and not play (or give
any error mssg.)flash 4 specific components like mp3.
A simple solution is a button(if you can't hear
sounds) that either takes the client to a swf with
flash 3 compliant sounds or the download page for
flash 4 plug. Mp3 is also processor intensive, so
clients with slow machines may experience degradation
of sound quality, but should still here something if
they have the flash 4 player.
