It is a bug.

This is not quite correct.
Tell Targets for Movie Clips inside of Movie Clips will return correct
paths.
What will not work correctly is assigning a Tell Target inside of a
Graphic that has a Behaviour set to Movie Clip.

If they are real movie clip symbols they will work, but if you have
Graphic symbols reassigned to Movie Clip Behavior then it will not work
right.

When working with nested movie clips be sure all your movie clips are
really movie clips and not Graphic symbols acting like Movie Clips and
you won't have this problem.
This still doesn't explain why Flash doesn't find lots of good paths :-)
