If Goto work so will Tell Targets. It is just finding them all.
Hopefully all the non-button actions are in a separate Actions layer.

No, generally not. Even if you want them all available at the same time
you want to bring them in one at a time if possible often in their
parked frame.
The magic structure we look for is the diagonal when we need smooth
loading and random access. In my preload demo you will see this in the
preloader which should extended into main content.

It makes little difference to the preloader unless the ideal frame to
stop the preload is inside one of the new MCs then you have to choose
before or after.

The long timeline might stream better but if properly laid out would
make little difference except if too much content is put in the first
segment, then you should lay that first segment on the main timeline and
have the following segments put in MCs.
However, unless you plan to do major work on the project putting it in
MCs now is of no value.
The important time is to set up the structure of your movie is at the
beginning of the project after the basic objectives have been determined
(this is why I see many projects right from the beginning). Very often
setting up the proper movie clip template will save a lot of development
and composing time in medium to large projects. It allows great
flexibility and eliminates the neeed to use Scenes and put up with their
limitations and bugs.
