Tom,

You can do an experiment to see.

12 FPS is the multimedia standard. 24 is the standard for Film. 24 FPS is
'flicker free'. The file size of a 24FPS movie is bigger than that of a
12FPS movie but not in proportion. I had a 12 FPS simple movie costing me
229 bytes and a 24 FPS version of it costing 397 bytes.

If your animation is simple then you can afford to increase quality but
beware. If you have to start changing the frame rate back and forth you'll
have to adjust the timing of all your animations as these will be too
fast/slow. So make the decision very early on.
