The Shockwave Player does this. It deals with bitmaps natively, and has a
variety of options for runtime scaling.

(The Macromedia Flash Player is optimized for streaming vector
interactivity... it can use bitmaps, but it's not a catch-all media engine
like Shockwave is. Bitmap resizing can be a signficant concern.)
