It's not that all the Frame MC's are so huge that they need preloaders, but
that ONE of the frames needs a preloader, and I don't want all the other frame
MC's to load until that one is done. So I guess the real issue is syncing
frames to each other when one of them is loading at an unpredictable rate.

I agree 100%. But you can only limit your content and file size so much, and no
matter how much do, sooner or later you'll have a user view your site who's
connection is just a little too slow for instant loading and seamless
streaming, and I would rather they saw a preloader than nothing.
