FLASH: Flash 5 basic questions - programming

I am finding a couple of items dimmed in the Actions panel that seem to

thwart my attempts to get started programming.  


I expect the OnClip event and the OnMouse event to be available in the

frames area, but they are dimmed grey. 


What I want to do is load not a movie but and MC and I'm told Tell Target

is to be avoided.  But there doesn't seem to be a way to load an MC into

the timeline... ie. there is no load MC, only remove MC... 


What am I missing?
