A condition for entry can be liking the page. A condition cannot be encouraging user to spam their friends. The actual competition registration must be run through an app. Even a super simple one with a single button which says enter.
All competitions must be run through an app. That is a legal point for fb. Otherwise they would be open to a host of lawsuits.
If you want a super simple app tool for this try offerpop. You can even run one free for 14 days.
