Depends on what your users want and need. As you pointed out there are lots of plus and minus points to either "side". The right answer may well be "both". I guess where I sit is web first, app later. These days having a website that's pretty darn good on mobile devices is more of a requirement than a nice-to-have. So from there the question is whether a mobile app /as well/ gives sufficient bang-for-the-buck.
