I would have to say good policy, poorly implemented. They should have made
more out of the page that was available to soften the blow of the
unavailability of the site.

Perhaps the thinking is that it is less painful to be honest that you can't
deliver, than fail to deliver. At least there's a chance, in the former
case, that the potential customer will come back some day. If you fail to
deliver then, unless you have the most unique product in the world, you
have shot yourself in the router :o)
