I faced exactly the same dilemma 2 months ago when we launched our site (www.inconet.com). We were concerned about using email lists, so tried conventional PR (press release in an envelope!) We figured it takes slightly more effort to bin an envelope than to hit the 'delete' key! It has worked really well for us - every time we get press coverage we get loads of new registrations. The problem is making sure the press release gets used! It helps to provide a really interesting, catchy or even controversial story about your site, preferably written by a professional PR person. I wondered how much work you have done in really focusing on your target markets - breaking them down into segments and researching readership of key publications - this would enable you to be like a 'heat-seeking missile' with your press releases.
I'm also surprised your coverage in PC Pro didn't achieve results. How about getting a group of your existing users together, with the article, and asking them firstly if it's a magazine they read, and secondly what they thought of the article? Or you could do this as an online survey with a copy of the article. Just a suggestion.
The other area that's worked well for us is our own opt-in email newsletters - it's amazing how many subscribers forward these on to their friends and colleagues who then come to the site and join. We always see a surge in user registrations after a newsletter.
