Some comments:

1) Services are opt-in (or at least should be)
2) Monthly-bill-phones can be traced from cell to cell: wap does not change
anything. With UMTS, some inner-city cells will only cover one block, or
around 100 metres in diameter
3) Already now, services such as Onstar (General Motors/ US) or ADAC Oztrak
(D) can pinpoint the location of your vehicle with the help of GPS (much
more exact than Time-of-arrival or any other method). These services are
there to help you in case of emergency.
4) Much more can be said of my behaviour and to a certain degree about my
location through the use of credit and other cards
5) In the end, it's a perception 'thing': I don't mind being 'located' if it
means I get genuinely attractive offers. After all, I am not a criminal!
