Yes, it does (release on Roll Out) but you may not see it unless you are
going very slow.
Even if there is no gap between the buttons, the result would be the
same.
You have a button below it, 'Current DataBase' that goes to the same
frame, but it doesn't have a Roll Out Action. Because of this you are
remain in this frame when mouse out from this button.
You might want Current DataBase to be part of the world-wide button or
add a Roll Out Action to it.

I would suggest you not use Scenes but redesign with Labels all in Scene
1.
