Phil, that's what I'm hoping someone on the list will explain to me how to do.

Maybe this is also my excuse to do a little bit of learning in Fireworks (we
have it at work but I think I'm the only one who has ever opened it...and I did
that only once!).

I talked to our system administrator and I think what we may have to do is set
up two separate campaigns with the company that handles our ad banner
systems...one for the Flash banner and one for the animated gif. The company
can detect whether the browser has Flash or not, and won't deliver the banner
to those that don't. (At least that's how I THINK it works.)

I'll let you know what I find out.
