You don't need terribly high fidelity or expensive equipment to record
voice for the internet. Windows and Mac come with standard recording
utilities that are fine and will produce the correct files for your
platform. Get a decent microphone (about $100 US); the type that are
designed to plug into minidisc or cassette recorders should work well, and
will probably also fit the jack on your sound card's "mic in" port. Have
the person speak about 6-8 inches from the mic and not speak directly into
it, which tends to create popping sounds and breath noise. If you still get
pops or noise, create a windscreen with some pantyhose stretched over a
loop of stiff wire, or buy a pop screen for about $30 US. For higher
fidelity, the next level up is to buy a microphone mixer or preamp which
boosts the mic signal and allows you to run through the sound card's "line
in" jack, which usually gets you much better quality. The Mackie 1202 mixer
has become a standard for this purpose, and a used one runs about $150 US.
Once everything's set up, you adjust the mic input either in your software
(e.g. Windows Sound Recorder) or via the mixer (probably both, in order to
get a strong enough signal without overloading the circuits), then put the
software into record mode and record.
