Hiya Tom,
The two main things you need to freelance flash work are
1. Good design skills,basic HTML application,maybe a little JS and experience
with the medium(Flash).
2. The GAGPEG book. ( http://www.gag.org )It has forms you can copy straight
from it. In some cases they might
need to be altered a little, but it will direct you on how to sell
animation/graphics/multi-media apps
etc. It will also give you advice on educating clients about the industry and
how to copyright your work.
It covers most legalities a freelance artist usually needs to know.
