I'm creating a flash movie where I have three movie clips that are
draggable. x,y,andz. If x happens to be dragged on top of y and z, how can
I select either y or z to become the layer on top or vice versa? Any help
appreciated.

Click on the left most area of a layer w/ a left mouse click. While holding
mouse down drag layer up or down the layer list. This hierarchy of
positioning determines what layer sits atop another and which layer will
stream /load consecutively. * The priority of whether that is a top to
bottom or bottom up is determined by going to Publish Settings from the main
menu and opening the flash tab and setting load order.
