Suggestion: Ask the client what the slowest machines they wish to support
are. Get them to commit in writing on both platforms, and get them to
commit to a modem speed too. You can then get some of these low-end
clunkers with modems and test during development. If the processor drain
overwhelms the target machine, you can then show the client firsthand
evidence of the incompatible design constraints.
(Be sure to download through a modem while testing, because accepting a
stream itself is processor-intensive... animations play more slowly while
the computer is simultaneously busy with a net connection.)
There's no hard-and-fast equation here, but by giving the client first-hand
experience you can likely set their expectations most accurately.
