I think the problem is, people like to KNOW whether they've been rejected or
not.

One of our clients, Splut.com is a pay per click search engine (listing is
free but you can bid to be top of category) and we handle a lot of the
submissions and rejections for them.

It very quickly became obvious that the best way forward was to have an
email that went to the site owner saying 'yes you've been listed' or 'no you
haven't and here's why'

I wish all search engines would do this!

Can't speak for everyone but you'll never have to pay for a listing on
Zingin.com. Having said that, the Excite model (paying extra for a quick
answer) is an interesting one and is something we have considered.
