You should create a Wait-for-frame loop to create a loop that repeatly
checks when a certain point (Extra Frames) is loaded. When it is loaded
then you goto the location specified in Frame Action.

A Wait-for-Frame (or 'If frame is loaded' in Flash 3) by iiself only
checks to see if the Flash movie has loaded up to a certain point.

One more point about the Flash 3 Wait-for-Frame or 'If frame is loaded'
is that you aren't limited to just a goto action you could put multiple
actions in the 'If frame is Loaded' action container such as a tell
target combined with a goto action.
