This sounds like the FAQ:
"What can prevent externalEvent or FSCommand from affecting another window?"
http://www.macromedia.com/go/14074
Background: Not all browsers let objects in one page control other windows
or frames. It's easy to open a window from Flash. If you want to open a new
window of particular size or appearance, though, then more browsers support
this through HTML than through LiveConnect or ActiveX Scripting.
(Sidenote: While not all browsers support FSCommand, not all support
"javascript:" URLs from objects either.)
