Are you using a Wacom Tablet? if so then this is a known bug. Try the

following:-


Set the tablet scaling to "to fit".

Uninstall/reinstall the tablet.

Avoid changing screen resolutions after boot-up


There are other possible fixes that others can remind us of ...
