I am guessing, but I would bet they convert the video to 1 bit or two colors
(video is normally at 24bit or 16.7 million colors) and exported as a bitmap
sequence, which almost any video editing package can do. Then, imported it
into Flash and used auto trace (or heaven forbid, traced it hand) to convert
the 1 bit image to vector.
