Virgil, all you need to do is
1. Turn on 'onion skinning' and 'edit multiple frames'
2. Make sure the onion skin marker is across the entire timeline region.
3. Select All
4. Use the scale tool to scale and position the scene objects
5. Change the Movie Size
Also showing the Work Area helps too.
