Richard is correct with such a complex formula as jpeg simply reducing
colors does not guarantee a picture that will compress better in Flash
(or any JPEG encoder). But, this is primarily because color reduction
can actually increase overall image complexity. Less colors are
irrelevant to JPEG, only the resulting increase or decrease in overall
complexity of the image.
