You can try to make the buttons into movie clips.  On the first frame you

have your button and a stop action.  Then on rollover make it go to the next

frame and play, add the sound there and disable the mouseover.  Then it will

play and the user won't be able to re-roll over it until it s done playing

the voiceover.
