Absolutely.
The best way I can explain it is that Flash movies require processor and
video card cycles to play. The more things on your system that are competing
for system resources, the slower the playback. I too have noticed exactly
what you described. In addition, other open programs (like my daily planner
program) can slow Flash movie playback noticeably.
Vector processing requires system power, and any other things on your system
can take speed away from this. While Flash allows us to set "fps", it isn't
a true time-based program, but frame-based. Frame playback speed will vary,
sometimes widely, depending on system specifics.
FWIW, I have noticed this much more so on the Mac than the PC. Other system
factors (file sharing, virtual memory settings, system extensions) can also
affect Flash movie playback speed on the Mac.
