Part of the problem is I don't and can't have access
to the web server itself to download the files if
that's what you are getting at. And also, most of it
is server-side java (or servlets) that would do no
good to run offline. I need to view the site from the
user's experience and basically record that to disk
for editing, viewing, etc.

I'm finding packages that come close, but not quite.
Most seem to have a problem with the passwords,
redirecting to other servers, and use of SSL.

I wish it were as simple as you say...
