Ridiculous idea - for a start what do you mean by "business names"? And
what do you define as active? Is a personal homepage "active", or would
it have to be an online bank or something? Do you mean "active" in terms
of dynamic/regularly changing content or what? nd how on earth would you
regulate/police this?
