The reason this happens is that the VAST majority (no source I can quote
am afraid) of financial services fraud is perpetrated/attempted by
legitimate card holders on their own account. Denied transactions,
failure to deliver cash etc. This has the unhappy effect of making the
banks naturally suspicious of every genuine claim as they are expecting
it to be fraudulent.
