The answer is Optimize, Optimize and Optimize.
If you look at the Rooney animation you will see no unneeded details.
Curves are not overly complex. No or at least very few mistaken lines or
fills are left over from previous versions of the drawing. The picture
in the picture in the picture in the Rooney animation is a low res
version, sometimes just a filled rectangle or circle until it is large
enough to be seen while in motion.

Don't bring in any picture on or off the screen until needed.
Optimize each and every Symbol to make it as small as possible.
Keep things simple.

Does this sound like a lot of work?
Ask P. Rooney.
Is it worth it?

It's not that I couldn't reduce the file size of Rooney's animation but
the large percentages I usually get while optimizing other designer's
work is not very likely.
