That is correct there is a timer function in Flash 4 but no time
function.

The method for a highly accurate clock is therefore the same as in Flash
3.

Tutorial

I am woking on a method to supply browsers that don't support FSCommand
and have Flash 4 to have a fairly accurate clock. But any user with an
FSCommand capable browser would still get updated continuously with
FSCommand whether they have Flash 3 or 4.
