Not that I suggest you use a loading bar but in Flash:
Help > Samples > If Frame is Loaded
There shows a _framesloaded property being checked to supply an X Scale
(width) to the loading bar.
The regular If Frame is Loaded works the same in Flash 3 and Flash 4.

If for Flash 4 there is a neat drop down menu
Help > Samples > Widgets
The 4th or 5th Widget is drop down widget (Dorian did the graphics).
Widgets allow you to use Flash 3 techniques - changing graphics, adding
or deleting movie clips and Instance names to create your own drop down
menu which runs on fairly sophisticate Actionscript which you don't even
have to look at.

Revised versions (combo box is there now) with more detailed
instructions will be available soon at Flash Central.
