FLASH: [ADMIN] a ? on filtering large copied texts

I am on a couple of mail lists that reject posts that have more quoted

material than new messages. Being on the digest, I notice more and more

people are quoting the entire digest and including it in their posts back

to the list. Often they have one word or one line of comment and then 3

pages of quoted material.  Is there anyway to set this list up to bounce

huge quoted materials?
