Ian is right, the individual who imports something is liable for the
duty just as if it has come into the UK in your suitcase at Heathrow.

The DHL's of this world don't have it all their own way. If the amount
owed is big, they will not pay and deliver the goods, but will hang
onto them in their air-side warehouses until either the punter or the
service provider pays.

I have heard someone from DHL talk of thousands of pounds of gear just
sitting with some carriers while they work out who carries the can.

...but misleading the punters in terms of how much they end up paying
can be a criminal offence by the site operator

I recently investigated this at http://www.hmce.gov.uk/ and the recipient
is, under UK law, responsible for paying the VAT on goods imported into
this country.
