Flash is not designed for CD-ROM development. It's designed to be used with your internet browser to display animations with some interactivity.
Director has far greater capabilities and many features that are designed for CD-ROM development. It has much greater interactivity, supports a wider variety of file formats, and is a larger program because of it.
You should use the right tool for the right job.
