I downloaded your sample file and checked it out using the Bandwidth Profiler.  Your GoTo action will fail if the frame to which you're going isn't loaded yet, which is certainly the case here.  


Use the Bandwidth Profiler (in Test Movie mode it's found under the View menu) together with the Show Streaming option (found in the Control menu when in Test Movie mode) to see how the SWF is loaded.  Together with the export report available when you export the movie, you should be able to optimize your movie so it works as you wish.
