The point is you should never save it as jpeg. If the original was not a
jpeg it would normally be a lot better to go back to that and save it in
a non-lossy format (i.e. not jpeg).

If the original is a jpeg don't further reduce it's quality by saving it
as a jpeg while you are working on it. JPEG is not a working format, it
is a transmission format not meant to be applied more than once.

Jpeg compression always causes loss of information from the original
picture and it always does it by an algorythm that actually displays
added fine details (dithered dots) that were not in the original. This
generally makes compressing the image a second time less efficient.

Look at sharp edges of a font character saved as a gif, then look at it
after it is compressed with JPEG and see how the jpeg's image's edges
are dithered and look anti=aliased and are smoother than in the
original. Because of this smoothing, text looks better in gifs (or of
course Flash) where as real photographical pixs will often look fine
when smoothed by jpeg.
