I'm not quite sure what you mean by the below statement...

If I have an image that is already in jpg format, are you saying that I
should open that image up in a Graphics program, and do a FILE|Save As| and
select the .bmp, or .pic option?

Unless you are going to export as Flash 4 AND are going to use the
imported jpeg compression, if you want to maintain the best chance for
high quality do not use jpeg compression on your images at anytime
before importing into Flash. Compressing pictures with jpeg make them
less suitable for further compression with jpg. Use uncompressed formats
such as bmp or pict before making the final version in jpg whether it is
for Flash or otherwise.
